Subject: note/question on FRBRNumber


All,

I would welcome any suggestions you could give.

Consider a country that has two official languages and legislation documents
are considered equivalent in both languages (so one is never a translation
of the other)
That is two FRBRExpression of the same FRBRWork

In my ontology I have the title and number on the expression level. 
For me that makes sense.
Both the title and the number (a visual representation of the identifier)
are language dependent

Currently I am doing this

                    <FRBRcountry value="BE"/>
                    <FRBRnumber xml:lang="nl" value="NLX 14"/>
                    <FRBRnumber xml:lang="fr" value="FRY 1.4"/>
                    <FRBRname xml:lang="nl" value="Titel in NL"/>
                    <FRBRname xml:lang="fr" value="Titre en FR"/>
                    <FRBRauthoritative value="true"/>

Is that a good way to approach the matter?
It seems a bit odd to me, but it works and I am not too unhappy about it

I have considered other approaches
- just have the title and number of the language of the expression in the
frbrwork
- have the FRBRname in both languages but have the work URI (or at least the
"local" part of it) on the FRBRNumber (<FRBRnumber value="act/2019/1/4"/>)
- have the FRBRname in both languages but have an indirection for the
workuri to the TLCReference  part on  the FRBRNumber (<FRBRnumber
value="#frbr.num"/>)

Not sure if any of those make more sense or add additional value
