EC report on legislative editing

Perhaps interesting for this group.

The EC's JoinUp portal has a report on  "Legislative Editing Open Software"
"It presents analysis results covering findings on the "As Is" of usage methods
and tools for editing legislative software,  and lessons learned in terms of
adequacy and efficiency of these tools."

Although it is focused on the tools, it briefly mentions specifications
