As far as Statements of Use go, they are explained here https://www.oasis-open.org/policies-guidelines/tc-process#dStatementUse and here https://www.oasis-open.org/policies-guidelines/tc-process#OASISstandard in the TC Process. Here is an example using a fictional company called Sunny Inc.:

“Sunny Inc. has successfully implemented OASIS LegalDocumentML Version 1.0 Committee Specification 01 (<url to the CS> ) dated DD Month 2013, in accordance with the Conformance clauses defined in Section x.x. of the specification. This use of the specification includes interoperation with other similar independent implementations.”

At least one has to come from an OASIS organizational member. SoUs from organizational members should either be sent by the Primary Representative to the mailing list or, if the primary is not a TC member, from the Primary to a member who can submit it. SoUs from non-OASIS members must be sent to the TC's legaldocumentml-comment@lists.oasis-open.org mailing list.

One you have your SoUs, the TC should approve a motion to accept them as SoUs for the Committee Specification. You can approve them all at one time, just make sure the motion includes a link to each email.

Also - you're free to ask them to submit more details in their SoUs - what I sent you here is just the minimum.

As to the other items on the list, I know that you have requested the template/starter documents from TC Admin so that's covered. If you want, you can send me an advance copy of the draft ahead of voting on it as a Committee Spec Draft so that I can check it to make sure it has everything it needs.

One thing I don't see on the list & want to make sure you factor in: the statements of use. You will need at least three - and at least one from an OASIS member organization - before approving the Candidate OASIS Standard and starting the 60 day public review.

let me remind to all that the common goal of the LegalDocML TC for this year (2013) is to obtain the endorsement from OASIS: Akoma Ntoso as OASIS standard.
Some members have no possibility to join so longer to the TC after the 2013 (some parliaments, some universities).
