D3 - final version

Dear LegalDocML members,

please find in attachment the last (and I guess ultimate) version of the 
D3 cleaned up by Grant and Tina.
I have also included the last amendments approved the last time, so if 
you want to suggest other modifications please use this version.

Unfortunately I am blocked in Rome without a stable connection due to 
unexpected event. We will adjourn the TC meeting to the next week on 
16th July.

In meantime please take a look to the D3 and send to me your comments, 
if any, within 14th July. Sorry.
