New element to include in D3

Dear colleagues,

Uruguay pilot case imposes to have URI with time for disambiguating 
different versions (expressions) coming in the same day in different times.

With the approval of Fabio I am proposing the following syntax:

The original URI was:

<FRBRuri 
value="/akn/uy/bill/ejecutivo/carpeta/2005-04-04/137-2005/esp@2005-05-02T17:00:00-03:00/bill.akn"/> 


where 2005-05-02T17:00:00-03:00 is compliant with xs:dateTime syntax.

Because in HTTP the chart ":" could create problems, the correct syntax 
here proposed is to encode ":" using %3A.

If we agree, we could include this example in D3.
