Differences between release 10/03/2016 (WD17 AN 3.0) and 17/09/2015 (WD16 AN 3.0)
----------------------------------------------------------------------------------
This release contains a few bug fixes and minor modifications arisen from discussions in the TC made in February and March 2016:
· Elements num, heading, and subheading now can appear in any order. This was made so that it is now possible (as in some British and Japanese laws) to have headings before nums.
· Top Level Classes elements (those starting with TLC in their names) now allow refersTo attributes. Top Level Classes can therefore refer to each other.
· File xml:xsd, which used to be a minimal derivative of the original one at https://www.w3.org/2001/xml.xsd, is now an exact copy of it. Attribute xml:id is now allowed wherever xml:lang is allowed.
Comment for element rref has been updated to reflect the correct name of its attributes.
