New release of Akoma Ntoso 3.0 (30 March 2017 - WD17 with errata - 6th output)

Hello.

Please find attached the new release of Akoma Ntoso, dated 30 March 2017. There is no change in the namespace. This is another draft release for what is meant to become version 3.0 of Akoma Ntoso.

Modifications in release 30 March 2017 (WD17 AN 3.0 with errata - 6th output)

There is only one modification in this release, meant to fix a specific content model bug in the element blockContainer, which now allows crossHeading elements within its content in a similar manner as hierarchical containers.
