Subject: glossary entries for temporal dimensions


We do not have entries for "efficacy", "in-force" and "applicability" in the glossary document in the repository, https://tools.oasis-open.org/version-control/browse/wsvn/legalruleml/trunk/documents/Glossary.doc .

I think this is because the glossary entries were contructed from the schema, which defined schema elements and attributes. This did not cover the IRIs that were minted in the LegalRuleML domain to refer to these temporal dimensions. See https://tools.oasis-open.org/version-control/browse/wsvn/legalruleml/trunk/examples/approved/ex2.1.4-temporal-compact.lrml for an example of approved use (however, this only includes
http://docs.oasis-open.org/legalruleml/ns/v1.0/vocab#Efficacious and 
http://docs.oasis-open.org/legalruleml/ns/v1.0/vocab#InForce

The formal way to define the concepts associated with these IRIs would
be in an RDFS or OWL document. The RDFS documents we have already (e.g. https://tools.oasis-open.org/version-control/browse/wsvn/legalruleml/trunk/schemas/rdfs/modules/legaltemporal.rdfs)
define concepts in the meta-model namespace 
(http://docs.oasis-open.org/legalruleml/ns/v1.0/metamodel).

For clarity, it probably would be better to start a new RDFS or OWL file for concepts in the "vocab" namespace.

I have only made a small start on converting the RDFS metamodel documents to OWL (see https://tools.oasis-open.org/version-control/browse/wsvn/legalruleml/trunk/schemas/owl/#_trunk_schemas_owl_)

but since that is, I think, our goal, I suggest that we start with an OWL ontology for the vocab concepts. I will start a JIRA issue for this so we can have a record of the (technical aspects of the) discussion.
