In January a discussion list will be created to propose a new =
Legislative &
Regulatory Compliance TC with the following scope.

"This document proposes a framework for a new OASIS LegalXML LEG-REG
Compliance Technical Committee in preparation for chartering the =
Technical
Committee. This document grew out of discussions with the compliance
community, legislative and regulatory content publishers, various =
providers
of compliance and legislative XML coding technologies, and members of =
the
legislative community.=20

It is believed that this TC will have immediate traction and action =
based on
the requirements placed on business by legislation such as Basel II,
Sarbanes-Oxley, USA Patriot Act and The Employee Retirement Income =
Security
Act. Regulatory action and judicial clarifications are leading to new
obligations for businesses on an ongoing basis. The ability for business =
to
cost-effectively receive and adapt its risk strategy, policies, =
procedures,
processes, and management practices based upon timely focused =
information in
this area is a critical business need.

There is a complementary data interchange created by the COSC Group in
support of Sarbanes-Oxley. It is focused on enabling the exchange of =
data to
support outsourced internal auditing and external auditing which would =
be
transmitting info to the third party no higher than the risk or control
level.  This interchange involves different parties than the interchange =
in
this proposal. It is focused around risk verses this proposal which is
focused around compliance. This effort will monitor and coordinate with =
this
complementary effort. "

unless
there is suffienct interest to create a viable specification.=20

It is time for us to prepare another quarterly report for OASIS on =
Member
Section activities.  I need quarterly reports from each TC.  These =
reports
will cover activities completed during the months of October, November =
and
December and forecast activities to be completed during January, =
February
and March of 2005. =20

I have already received a report from Jim Cabral for the IJTC.  Dave =
Marvit
is responsible for submitting the report for the eContracts TC.  I will =
need
reports from Don Bergeron and John Messing.  Debi - I would like to know
when the emails to odrXML TC members were/will be sent out.

co-chair of this Technical Committee (Don Bergeron) and a number of TC =
members
have attempted an active outreach to the legislative community including =
a TC
meeting co-located with the NALIT Annual Professional Development =
Seminar and
discussions at the NCSL Annual Meeting. These discussions included =
Subject
Matter Experts&nbsp;from&nbsp;State&nbsp;Legislatures&nbsp;Information
Technology and Legal Services (Legislation Drafters). We talked =
through&nbsp;an
initial collection of&nbsp;Legislative Information Document Artifacts, =
noting
that although the artifacts were often the same, the names
varied.&nbsp;&nbsp;We further talked through an initial model&nbsp;of
legislative interactions, including state transitions&nbsp;within =
legislative
process, provided by Propylon, a provider of solutions for =
Legislatures.&nbsp;</span></font></p>

color=3Dblack

been safely captured by NCSL and will be a valuable basis for future =
work in
the community.</span></font></p>

the states participating in the discussion would derive from =
participating in
the standards effort.&nbsp;&nbsp;States in attendance have developed or =
are
currently engaged in development&nbsp;of artifacts and systems, already
incurring the cost of development. Therefore, they did not believe they =
could
convince people responsible for Legislative budget that participation is =
a
priority.</span></font></p>
