Thank you for preparing the Q4-2005 report.  Please note that my report to
the LegalXML MS SC on the results of the OASIS Board action on 2-3 Nov, were
contained in my email of 9 Nov 2005.

May I kindly suggest an edit of the Q4-2005 report as follows:
 
Under "Concerns for OASIS management" replace 2nd para. that begins/ends
with "Some time ago, ... on Board's action."  with something along these
lines.

"We received your report of 9 Nov providing results of the OASIS Board's
review of our request to amend the LegalXML Member Section Rules of
Procedure to require all LegalXML Member Section Technical Committees to
adopt the Royalty Free on Limited Terms OASIS IPR mode; wherein you stated 
"The Board discussed the proposed revisions to the LegalXML RoP.  We agree
with the intent to include a statement on IPR mode for affiliated TCs,
however the Board felt that the current Member Section Policy needed to be
revised extensively to align its terminologies and definitions better with
the current TC Process."  The OASIS Board minutes of their 2-3 Nov 2005
meeting contained this note:
 
 "Proposed updates to the Legal XML RoP were reviewed and discussed. Further
discussion and approval of proposed changes was deferred until after
policies governing Member Section activity are developed.  The sense of the
board was that Member Section RoPs will be able to determine certain
conditions, such as IPR mode, under which TCs can be affiliated with the
Member Section."

Patrick - I attach the fourth quarter report, including our year end budget
report and the approved budget for 2006.

 

Roger - Will you please post the report so that it is available to all
members of the Member Section?  Thank you.

 

I note in the introduction that I do not recall being informed of the
Board's action on our proposed change to our ROP requiring TCs to adopt the
Royalty Free on Limited Terms OASIS IPR mode.  Have I simply forgotten the
resolution of that matter, or has no action been taken?

 

This will be my last quarterly report.  It has been an honor to serve as
chair of the LegalXML Member Section for the past two years and to work with
you and the OASIS Board in that capacity.  I am confident that John Messing
will perform admirably as my successor.
