Thank you for the feedback.  The ECF TC also received this feedback from Springboard and is planning to address this issue and several others in an errata document to the ECF 4.01 OASIS Standard.

It appears this has been reported previously, but per our own investigation and the IJIS institutes' Springboard Quality Assurance Review of the OASIS Electronic Court FilingStandard 4.01  - QA ReviewVersion 1.0.1 October 2013,
the Juvenile Case schema is missing a substitution group reference in the XSD.

To implement the Juvenile Case schema the XSD had to be updated with the substitution group reference

Is this "fix" an ECF 4.01 compliant/conformant  implementation?
