Andrea,

First of all, we appreciate your interest in the ECF standard.  Your question itself demonstrates a level of sophistication and familiarity with the standard that we don’t often see from people outside the TC.

Second, the official source of all ECF specifications is http://docs.oasis-open.org/legalxml-courtfiling/specs/ecf/.  There isn’t much guidance to implementers outside the specifications.

Finally, the simple answer to your question is that the RecordDocketing and ServeFiling messages in ECF 4.01 do not include a Payment Message.  The expectation is that Payments are handled either at the FilingAssembly MDE prior to submission or FilingReview MDE after acceptance.  Other implementers have recently identified this as a potential gap in the standard and it is something we are considering addressing in the next major version (ECF 5.0).  For now, this is something that your implementation would need to handle outside the standard.

I hope this answers your immediate questions. We always welcome feedback on how to improve the specification.  In the future, I encourage you to submit any questions or feedback to the address for public comments legalxml-courtfiling-comment@lists.oasis-open.org or  considering joining the TC where we regularly discuss exactly these sorts of issues.

Good morning, I'm writing you as I'm desperately trying to find out where I can go to get support on structuring my ECF 4.01 XML transactions to be complaint with the ECF standard. Unfortunately I'm not finding any resources or I'm looking in the wrong places. I found your email on the OASIS website as part of the Technical Committee and thought I'd give it a try.

Here is my question. I'm trying to develop a transaction that is complaint that I can send to the Court Record MDE for a court filing that will include the payment for the filing. The scenario I have is I have a eFiling vendor who is gathering the information from a filer and after the clerk has reviewed the filing, the eFiling vendor is sending me the ECF transaction. I will be defining what is in that transaction. So far I have an understanding that I will be sending a RecordDocketing and CoreFiling message however the eFiling vendor is capturing the payment for the filing from the filer and I can't tell where the payment will go. According to the 7 steps to Electronic Filing with Electronic Court Filing 4.0 document (https://www.oasis-open.org/committees/download.php/31500/ECF Quick Start Guide - FINAL.pdf ) the payment message does not come in the RecordFiling operation.  Can you tell me when sending the RecordFiling operation to the Court Record MDE where is the payment sent in the transaction?  When the record filing has been recorded in the Court the end result should be a case created, a docket thrown and image stored and a payment receipted.

Also if you have any resources for where I can find out more about how these transactions are sent and structured I'd love that. I have pulled the samples but when it comes to the sending to the MDE I know multiple can be sent and that is the part I'm missing.
