thanks for the clarification.... 

from my work in the past year i know of several e-filing models... and through my attendance at other OASIS technical committees...and the XML 2002 conference there are more e-filing implementations to appear in 2003 given the mainstreaming of XML data and document exchanges  and extractions.

There are efforts underway at US government agencies to "re-engineer" paper document based work-flows (including court filed document based work processes).. to comply with the Government Paperwork Elimination Act... (the total use of electronic documents/data)  the outcomes of these re-engineering activities have already and will continue to define and map the exchange (e-filing) of electronic documents and data.

The newly formed OASIS egovernment technical committee is starting an initiative to define some of the "Service" models that are implemented in a "government" paradigm....   given that the court filed document(s) is a critical component to the activity of governance... the service models of Government to Citizen or Government to Government break into conceptual models of how court/judiciary related data/document exchanges are processed intersect...

XML enabled paradigms for e-filing of court documents contain components that build a complete "solution"....    we are working together to define standards that are the common starting points for vendors, practitioners, and other entities to share/exchange a fine granularity of court related data/documents/information.

Though you say that process modeling is not technical in focus there is the need to recognize that LEGAL XML is in fact a use of technical knowledge to totally transform a manual/paper-based process/communication approach to a totally electronic activity that is not confined by time periods or static presentation formats. 

XML processors are a fundamental component to an XML application.  There are tree-based and event-based XML processors. Content management systems provide a conceptual model for use of XML formatted data/documents.  What  communication model and server infrastructure standards are needed for LEGAL XML data exchanges?  what are common IT infrastructures out there in use today?

I would suggest that this working group jump start their activities by modeling at a high level the document flows at the state courts... TC membership includes folks that are extremely knowledgeble about the inputs and outputs and communication flows used in conducting state court business.... with multiple parties.... this work has already been done by several states as part of their functional requirements collections.


  i will be following the efforts of this work group since my current work will benefit from your findings.... and hopefully i can contribute  as we move forward in 2003... diane

As you have probably seen from John Greacen's summary of the Las Vegas
meeting, the CMS-API subcommittee has undergone a transformation. It is now
the EFiling Process Models subcommittee. I am tasked with composing the
first draft of the statement of work for the subcommittee and disseminating
it prior to the January 6th conference call, but I wanted to take this
opportunity to give you an idea of what the committee's objectives are and
to encourge participation among those interested.

In a nutshell, the committee felt that we needed to get a better
understanding of the various conceptual process models for electronic filing
that exist in the community, document those models and compare them for
commonalities and differences. Through this process we will be seeking to
identify the intersection points among the various models and to evaluate
those points as candidates for APIs to be defined in subsequent work.

The focus of this work is not technical. It is process oriented. As such,
the input and assistance of non-technical practitioners is crucial. The more
we get, the more likely we will be to succeed. I therefore strongly encourge
those who have a vision for what the business process flow (or flows) of
electronic filing should look like to join us in this effort.
