This version incorporates many changes since the 3.01 specification.  See
the ChangeLog.doc file for details.

The following are left to do:
1. Realistic instances for messages other than CoreFilingMessage - need
sample data
2. Regeneration of the hyperlinks in the Word specification
3. Generation of HTML documentation of the exchange content model (domain
model) - may not be needed
4. Completion of the ECF 3.1 Web Services specification with support for
MTOM
