Hi Jim,

Please don't forget that advancing to OASIS Standard also requires "Yes" votes from at least 15% of Organizational Members. You and the TC members will need to actively solicit votes... the 15% does not happen automatically!

My stated goal since being elected TC chair has been to reach OASIS Standard status of the ECF 4.01 specifications by CTC (October 4-6).  Unfortunately, it doesn’t look like we will get quite there by CTC but we’re doing our best.  After a discussion with Chet Ensign this morning, here is my impression of what needs to happen:

 

1.       Posting of the current Committee Draft Specifications for 15-day public review (hopefully within a few days)

 

2.       Assuming no changes are required as a result of the 15 day public review, the TC will need to: (by the end of August?)

a.       Approve the specifications as Committee Specifications (by a special majority vote created through Kavi by the TC Administrators)

b.      Provide 3 statements of use

c.       Vote to submit for consideration as an Candidate OASIS standard (by a special majority vote created through Kavi by the TC Administrators)

 

3.       The TC Administrators will then post the Candidate OASIS Standard Specifications for a 60 day public review (by early September?)

 

4.       Assuming comments are received but no changes are required as a result of the 60 day public review, the TC will need to vote to approve continuing with the OASIS Standard ballot (by a special majority vote created through Kavi by the TC Administrators) (by early November?)

 

5.       The entire OASIS Membership will have 2 weeks to vote by ballot.  If no negative votes are cast, they will be OASIS Standards. If any negative votes are cast, the TC will have 30 days to address the issues and resubmit any amended specifications for consideration.

 

My biggest concern at this point is with the 3 statements of use required for submission as a Candidate OASIS Standard.   Here is the definition from the TC policies:

 

"Statement of Use", with respect to a Committee Specification, is a written statement by an OASIS Organizational Member stating that it is successfully using or implementing that specification in accordance with the conformance clauses specified in Section 2.18, and stating whether its use included the interoperation of multiple independent implementations.

 

I’m confident that we should be able to get 3 statements for the ECF 4.01 core specification (AZ? LA County? Green Filing?) but I’m not sure we will have enough for the Web Services and Portable Media SIPs.   If we cannot get 3 statements of use for the SIPs, those will have to remain as Committee Specifications.
