Hi Jim, 

 

Actually, looking back over the tickets, it looks like I goofed. I never instituted the Special Majority Vote to approve the Committee Specification itself. I published on your ballot asking for the SMV. 

 

Oh well. The CS01 is published now so no sense doing that.

At OASIS, we leave the choice of tools to use to each of the Technical Committees. We believe in just-enough process to ensure that a democratic process is followed and that there is transparency and accountability into all that a TC does. We try to impose no more than that on our members, grateful as we are for the work they choose to do here. 

 

Many of our TCs choose to work with MS Office products and many choose Open Office and its variants. The last time I did a count, the ratio was about 60/40. I don't think anyone considers .odt inferior. Rather, I expect that most TCs choose MS Office out of habit, pure and simple. As a user of LibreOffice, I find, as you note, that the tools are, for the most part, interchangeable.

I noticed that the authoritative, editable ECF specification document is provided in ".doc" format, and not in the current OASIS OpenDocument format, that is currently supported by the most popular recent word processor (MS Office Word v.2010 or later) and a few other office software suites, such as Apache OpenOffice and LibreOffice.

Of course it's not a practical issue for most people, including myself, knowing that .doc is presently supported as well as .odt and .docx by the main text processors.

However, such a choice raises an issue, as long as it could suggest that OASIS is doubtful about its own standards.

Overview:

Electronic Court Filing Version 4.01 defines a set of non-proprietary XML and Web services specifications, along with clarifying explanations and amendments to those specifications, that have been added to the ECF specification for the purpose of promoting interoperability among electronic court filing vendors and systems.  ECF Version 4.01 is a maintenance release to address several minor schema and definition issues identified by implementers of the ECF 4.0 specification.

Members of the LegalXML Electronic Court Filing Technical Committee [1] requested a Special Majority Vote to approve this specification as a Committee Specification. The specification had been released for public review as required by the TC Process [2]. The vote to approve as a Committee Specification passed [3], and the approved CS01 is now available online in the OASIS Library as referenced above.

Our congratulations to the TC on achieving this milestone.
