Welcome back… if I were in your shoes, I’d have stayed on the lake as well. Glad you made it back safely.

 

Actually, the “Jim” in the minutes was Jim Harris (he was the one who brought it up). So technically you’re off the hook.

 

A buyer would be any party (such as a court) that wishes to use Springboard conformance to the specification as a factor in a solicitation. It’s more of a collateral question of policy guidance, which is a bit outside the formal IJIS scope (and skill set). NCSC may be able to offer up something. Our grant sponsors at PM-ISE have agreed to try to dig something up as well. I’d have no objection whatsoever if the ECF TC has something to offer. Some boilerplate language that could be used as a starting point in a solicitation might be helpful.

I’m sorry I missed the meeting last week but at the time, I was on a lake somewhere in Ontario without communications.

 

I saw the question for me but wasn’t sure what it is asking.  Specifically, who are the “buyers”?

 

If you could clarify the question, I would happy to have the EC FTC discuss it on our monthly call next Tuesday.

Minutes: August 1 Springboard ECF Initiative Biweekly Meeting

 

1.       Brief news updates

a.       Open Networks selected to perform ECF Test Case & Service Conformance Package (SCP) contract

2.       Update on pricing of ECF testing and certification services

a.       Jim: any policy guidance to be provided to the buyers regarding how to “use” the certifications in solicitations?

b.      Ken & Scott to follow up (e.g., check Meaningful Use, APPA procurement guidelines, etc.)

3.       Review of ECF Test Cases (and suites and conformance classes) & SCP

a.       Artifacts will start becoming available for use/inspection in September

b.      Initiative participants to let Scott know if they are interested in exercising the Test Harness or reading the Service Conformance Package artifacts first (particularly if the need is urgent)

4.       Ongoing involvement by Initiative participants in inspection & testing

a.       Initiative participants will not be charged for testing during the period of testing of the Springboard Test Harness

5.       Future calls will continue to be held every other Thursday, 4:00 to 5:00pm Eastern (Aug. 15, Aug. 29, etc.).
