Minutes (REVISED): August 15 Springboard ECF Initiative Biweekly Meeting

 

1.       No news updates

2.       Solicitation guidance regarding “certification”

a.       Points of clarification

                                                               i.      Springboard Level 1 Testing will be used to test product/system conformance (by interoperating with the Springboard Test Harness) and will eventually entail a usage based fee (e.g., monthly subscription)

                                                             ii.      Springboard Level 2 Testing would be used to demonstrate conformance before separately paying for and acquiring a formal certification mark & license

                                                            iii.      The ECF Service Conformance Package (SCP) will contain soapUI test artifacts that will enable any customer to acquire and operate (Level 1 Testing) a copy of the ECF Test Harness in its own lab (highly recommended, particularly since basic soapUI is open source)

b.      The comment was made that buyers may want to exercise caution in considering whether to make certification (Level 2) a threshold requirement in a solicitation to avoid potentially placing an unwanted burden on potential bidders

c.       The initiative team will continue to monitor for sample solicitation language and other potential guidance for buyers

d.      Guidance for sellers is one of the primary focal points of this initiative and will be expressed in the SCP

3.       Can a public sector Springboard customer use federal grant funds to pay for testing or certification?

a.       No, not under the grant being used to fund the Springboard ECF Initiative

                                                               i.      Same as was the case for private companies (discussed in a prior call)

b.      But an initiative participant who is helping to test and debug the ECF Test Harness may gain spillover benefits in testing and debugging their own product/system

                                                               i.      Opportunities to involve a product/system in the testing of the ECF Test Harness will start coming available in September

                                                             ii.      The SCP will be the vehicle for documenting what needs to be done and how to do it

c.       Also, while there are no guarantees, a public sector organization could always apply for technical assistance under the mainstream IJIS Justice Information Sharing TA Program

4.       Participation during the Initiative

a.       Test Cases and other artifacts will start becoming available for inspection & use in September

                                                               i.      Starting with Civil and Criminal case types for the Filing Assembly and Filing Review MDEs

b.      Participants will not be charged for utilizing the Springboard Test Harness during its testing period

                                                               i.      But only one participant may use it at a time and availability may be sporadic

c.       Keep in mind that the core features to be used by participants are available in the open-source version of soapUI

                                                               i.      So a participant could establish their own local test environment with no out-of-pocket expense and start exercising it as soon as each set of Test Cases becomes available

5.       Future calls will continue to be held every other Thursday, 4:00 to 5:00pm Eastern (Aug. 29, Sep. 12, etc.).
