John: Thanks for the note and invitation. Government and procurement are
areas both PKI-TC and Wells Fargo (my employer) are interested in. My only
problem is availability. I will join the meeting on the 8th. I will ensure
either myself or someone from PKI-TC fill the liaison role. Please let me

I'm chair of the e-Government TC and e-procurement is an aspect that is very
relevant to many governments right now. In fact here in the UK we are about
to undergo some pilots based on a recent detailed requirements analysis
exercise.
So I would suggest that we set up a liaison between your new TC and mine and
we can provide you with a consolidated government input. This would be
more efficient use of a limited number of government resources trying to
cover a lot of activities within OASIS.
My next TC meeting is on 8th May so I'll look for a volunteer to act as our
liaison if that's OK with you?

Electronic Procurement
A new OASIS technical committee is being formed. The OASIS Electronic
Procurement Standardization (EPS) Technical Committee has been proposed
by the following members of OASIS: Terri Tracey, Institute for Supply
Management; Rick Grimm, National Institute for Governmental Purchasing
(NIGP); Michelle Sisler, National Association of State Procurement
Officials (NASPO); Karen Cox, RosettaNet; and Michael Hoggard,
Individual Member.
The proposal for a new TC meets the requirements of the OASIS TC
Process (see http://oasis-open.org/committees/process.shtml), and is
appended to this message. The proposal, which includes a statement of
purpose, list of deliverables, and proposed schedule, will constitute
the TC's charter. The TC Process allows these items to be clarified
(revised) by the TC members; such clarifications (revisions), as well
as submissions of technology for consideration by the TC and the
beginning of technical discussions, may occur no sooner than the TC's
first meeting.
As specified by the OASIS TC Process, the requirements for becoming a
member of the TC are that you must 1) be an employee of an OASIS member
organization or an Individual member of OASIS; 2) notify the TC chair of
your intent to participate at least 15 days prior to the first meeting;
and 3) attend the first meeting of the TC.
For OASIS members, to sign up for the TC using the new OASIS
collaborative tools, go to the TC's public page at
http://www.oasis-open.org/committees/eps and click on the button for
"Join This TC" at the top of the page. You may add yourself to the
roster of the TC either as a Prospective Member (if you intend to become
a member of the TC) or an Observer. A notice will automatically be sent
to the TC chair, which fulfills requirement #2 above. You must sign up
for membership at least 15 days before the first meeting must attend the
first meeting of the TC in order to become a member.
Note that membership in OASIS TCs is by individual, and not by
organization.
For non-OASIS members, a public comment list
eps-comment@lists.oasis-open.org is available for the public to make
comments on the work of this TC; the public may subscribe to this list
by going to the mail list web page at http://lists.oasis-open.org/ob/adm.pl.

OASIS Technical Committee For Electronic Procurement Standardization
I. Statement of Purpose
The purpose of the OASIS Electronic Procurement Standardization (EPS)
Technical Committee is to guide the coordinated development of global
e-procurement standards and processes.
EPS TC work will focus on:
* Developing requirements and a comprehensive framework for electronic
procurement standards,
* Identifying existing and in-development standards within this framework,
* Coordinating liaison activity with other groups developing these
components,
* Identifying new activities to be pursued.
* Performing a gap analysis to highlight where major electronic
procurement standards are required to fulfill market needs and
prioritize those with the most promising results.
Participants in the EPS TC will gather and analyze requirements for
electronic procurement standards and processes from user-centric,
government and industry organizations. A broad selection of technical
and domain experts from organizations around the world in a series of
specific technical committees will perform the actual technical work of
developing e-procurement standards. These additional technical
committees will be created, as needed.
The input of government and industry on the direction of the EPS TC
activity is essential to ensure comprehensive, effective, and neutral
specifications and processes. Broad global representation from a cross
section of governments and industries will enable the most credible and
effective representation in the development of EP standards and processes.
II. List of Deliverables
The EPS TC will create a robust framework that includes:
* Requirements for Global Electronic Procurement Standards; 2Q 2003
* Key organizations and standards bodies to liaise with to ensure
interoperability and rapid development of components within this
framework; 2Q 2003
* Key functional components of the procurement process; 3Q 2003
* Existing and emerging standards and specifications that could serve as
components of this framework; 3Q 2003
* Gaps that exist in the framework and a prioritization of which new
specific EP standards are needed; 3Q 2003
* Additional activities that may be needed to fulfill the requirements
of this framework.
III. Language
The EPS TC will conduct its business in English.
IV. EPS TC Meetings
The first meeting of the EPS TC will be held as a teleconference on 19
May 2003 at 1:00 pm CT. (Some participants will dial in together from a
room at the ISM conference in Nashville, TN.)
Thereafter, it is expected that the EPS TC will meet bi-weekly via
telephone conference and two or three times a year in face-to-face
meetings. The locations of the face-to-face meetings will be determined
and announced in advance of each event. The TC proposers expect that
much of the discussion to take place via email discussion.
The Institute for Supply Management (ISM) will sponsor the first
meeting. Sponsors for future meetings will be selected from the TC members.
