Another clause model proposal

Dear TC members,

Jason Harrop presented his clause model proposal to the TC on 14 October.
The following day I presented some alternatives to specific aspects of that
proposal.

This document is intended to incorporate those alternatives into a
comprehensive proposal. It also presents various options for the TC to
consider based on issues that were raised by the two sets of proposals that
have now been submitted. However, Jason has not endorsed this submission or
the options presented.
