I don't know if this will be helpful to the discussions but Fannie Mae, which is a government-backed entity in the US that purchases certain residential home mortgage documents and bundles for resale many of these in a secondary market to equity participants with certain statutory advantages accorded to it, now requires at a minimum a digital seal on documents submitted to it by the mortgage originators, with XHTML formatting, according to a recent discussion I had with one of its attorneys.
