Is the proposal for the TC to act similar to "Consumers Reports" and test known solutions, designate "Editors Choices" and provide test results? Any third parties would then be free to use the results and opinions to help decide what solution is best for it.

<JM> The rating system is for use by relying parties in that it gives them a way to perform due diligence as between different brands and types of certificates from certificate issuers in an equivalent and standardized way. The selection can be included in a document as meta-data about the type and weight of digital credential that was used for future reference.
