If we have to include it to support at least one state, it stands to
reason that the schema must potentially support all 50, in the event
it becomes mandatory in any of the remaining 49 in the future.

Given that, what might be some of the data characteristics of the
bond numbers across the 50 states?  Are they all numeric, alpha-numeric?
What might be the maximum length one can expect for these numbers?

I will take a look at my own bond certificate (for California), but it
might useful to get some other data points from other states if TC
members are likely to have it.  I can always default to using 255
characters for this optional element and applications will use only
what they need.

I added the notary's bond identifier as an element because at least one state requires it on the document as part of the notary's information, like commission number. Since statutorily required bonds are either registered or filed with the state commissioning agency there is no need to include the rest of the information. No other information is required on the document. 

A danger in putting too much notary information in the document is that the area for that information gets pretty crowded in a viewable area for the notary's signature and "information-required-by-law" (UETA, URPERA, ESIGN). The typical data that needs to be near the notary's signature is "Notary Public, State of _____," "Commission no.____," "Commission expiration date: ____," a city/county name if the commission is linked to a political subdivision of the state, and the notary's printed name.
