With Mark's permission, I have sent the analysis to the entire TC.

WRT the NIEM schema, based on an initial review, there is nothing
in the NIEM specs that would prevent us from advancing the TC XSD
as a NIEM specification.  The only changes we would need to make
is to add some meta-data elements that provide information to NIEM
applications.

My recommendation is that we move forward with the eNotary XSD
without the NIEM meta-data for now, and after we've formalized the
1.0 specification, we can add the NIEM meta-data and take it through
the NIEM process for inclusion as an "external" NIEM standard.
