With relation to Canadian government needs and practices, I don't see =
any
problems with what is proposed -- I think our means of referencing
legislation is accommodated in the proposed standard.

With respect to the <dc:subject> content, it seems evident that
standardizing its content is not in the cards, but I agree that at least =
one
of the terms proposed (legislation, law, statute) or similar terms for
subordinate legislation (regulation, rule, order, bylaw, ...) would be
helpful to include ("act" should probably be avoided as opposed to =
"statute"
because "act" has too many other meanings, though if qualified by the
inclusion of "legislation" -- see below -- this problem would be =
minimal). I
would suggest specifying a list of recommended terms, and specifying =
that
the most specific applicable term be included in the content, with maybe =
a
general term as well. For example, the content might be "legislation, =
bill",
"legislation, statute" or "legislation, regulation".

I see the hierarchy something like this:

law
    legislation
        statute
        regulation
        rule
        order
        bylaw
        ...
    court decision (or judgment)

The last is outside the scope of our consideration, but I include it to
emphasize that "law" is more generic than "legislation".

Our current practice in this regard is to include the name of our =
database
(for example, "Consolidated Statutes of Canada" or "Consolidated =
Regulations
of Canada") and the subject-matter area (for example, "Access and =
Privacy"
or "Transporation"). To promote as much standardization as we can in =
this
regard, I think it would be beneficial to also include the more general
terms as suggested above, such as "legislation, statute" or =
"legislation,
regulation", but if you think otherwise, I would appreciate knowing why
since I'm not an expert on the use of Dublin Core.

The reason I would include "legislation" along with some or all of the =

terms is that those other terms (excepting maybe "statute") are also =
used in
non-legislative contexts [though we do have something called a "statute
mile" that you people in the USA still use for your highways :-)].
