Closure of the Legislative Documents TC

Unless there are objections this TC will be closed at the end of this year. The committee chairs and the members of the committee that have been on recent conferance calls recommend this closure. 

 A new TC on Legisaltive and Regulatory Compliance will be proposed in mid January and fit the stated needs of the community far more clearly.
