Subject: LegalXML Steering Committee Nominations

OASIS LegalXML Member Section -- Two At-Large seats on the LegalXML Member Section (MS)
Steering Committee (SC) are up for election shortly. The LegalXML Member
Section Steering Committee has five members, two of whom are elected At-Large.
One seat is reserved for the representative from each of the LegalXML technical
committees. Finally, one seat is reserved for an American Bar Association
representative. "At-Large" members are elected to one-year terms,
and can be elected for no more than three successive terms. The nomination and election procedures for the LegalXML
Steering Committee are defined by two documents, the OASIS Member Section Policy
(See [1]) and the LegalXML Member Section Rules of Procedure (RoP) (See [2]). [1] http://www.oasis-open.org/who/ms_policy.php [2] http://www.legalxml.org/governance/rules_of_procedures.shtml Any individual or organizational member of the LegalXML
Member Section can nominate or be nominated as a candidate for an At-Large
position on the Steering Committee. An OASIS Member may join the LegalXML
MS by having their organization’s Primary Representative notify member-services@oasis-open.org, indicating they want to reallocate a
portion of their membership dues to the LegalXML MS. There is no additional OASIS membership cost to join the LegalXML
Member Section. For those who have joined the LegalXML Member Section, a
portion of their OASIS dues is allocated to the LegalXML MS budget, as
described in [1] and [2] above. Individual and Organizational members of the LegalXML MS
are qualified to vote in elections. (Voting is not limited to the Primary
Representative of a member organization.) NOMINATION & ELECTION SCHEDULE Nominations will be open 10-Dec-2007 through 21-Dec-2007. The election will be held 26-Dec-2007 through 7-Jan-2008.
The newly seated Steering Committee will hold its first meeting on 9-Jan-2008. NOMINATION
PROCESS Any
individual or organizational member of the LegalXML Member Section may nominate a candidate by sending
an email to: nominations@oasis-open.org . Prior to being confirmed as a candidate, each nominee must: 1. Accept the nomination 2. Confirm they are able to meet the time commitments of
the position 3. Provide a background and position statement to help
voters know their qualifications 4. Be a member of the LegalXML Member Section All nominations and related correspondence should be sent to: nominations@oasis-open.org. ELECTION
PROCESS The two At-Large Steering Committee members will be selected by Member Section members, using the Single Transferable Voting (STV) process - Scottish Method. Please see http://en.wikipedia.org/wiki/Single_transferable_vote. STV considers each voter’s ranked preference for candidates in order to more accurately reflect the wishes of the electorate and to eliminate "wasted" votes.In summary, when voting, you should indicate your ranked preference for the candidates, until you can no longer cite a preference. The results are tallied, in consideration of both the total number of ballots cast and the ranked preference on each ballot. The total number of ballots cast determines the threshold number of votes required for a majority. Any candidate who receives over the threshold in first preference votes would win a seat. Any excess votes (over the threshold needed to win) are transferred according to your preferences, going to the second choice candidate. Also, as candidates who can't win because of insufficient “first preference” votes are eliminated, those votes are transferred to the chosen next preference. The process continues until two candidates are elected.
Eligible voters will be sent voting instructions and
information on when voting is open and closes. Results
will be announced immediately after they are tabulated and confirmed. More
