Original email to outreach SC was rejected due to the size of the PPT file.
 This is an updated draft of the ECF 3 technical overview slides.  Most of
the content (with some minor changes) came from Jim Cabrals ECF
presentations.  Ive also added several diagrams of sample configurations
to highlight the architectural flexibility and to help communicate the
interoperability message.  Please review at your earliest convenience. 
Your feedback and suggestions would be very much appreciated.  BTW, this
slide set applies to version 3.1.  I assume we will want to apply 4.0
updates as we get closer to the 4.0 release.
