The Oxygen Editor indeed contains multiple "apps" or feature profiles. The Editor app is a superset to both Developer and Author
@Carole, my Oxygen identifies the spec as DockBook4 and the behavior of the Author view is driven by framework files in the application directory

I have figured out that the reason why the Author view was missing from Oxygen for me was that I was using Oxygen XML Developer instead of Oxygen XML Editor. These are two different "apps", apparently.
