Subject: President's Message to OASIS Members - October 2006


Dear Members,

It remains one of my greatest pleasures to work with such an international
organization as OASIS.  Activities this month are an especially good example
of the breadth and depth of our global presence.

A highlight of the month of October is always the International World
Standards Day on the14th .  This year the theme was "Standards: big benefits

The OASIS Board of Directors met in Geneva, Switzerland on 12-13 October,
which enabled us to meet with executives from several of the Standards
Development Organizations with whom we maintain productive liaison
relationships.  This was a great opportunity for us to exchange views
regarding the current trends in e-Business standardization and the priorities
for future cooperation and joint activities.

On 12 October  the Board met senior secretariat members from the International
Telecommunication Union (ITU-T). The Director, Dr Houlin Zhao, was accompanied
by senior Counselors from ITU-T, Simao Ferraz de Campos Neto, Richard Hill,
and Georges Sebek. We engaged in a lively discussion about ongoing cooperation
to bring OASIS Standards into ITU-T processes and through that to bring about
broader adoption on a global scale.   Dr. Zhao highlighted the recent approval
of the SAML OASIS Standard as ITU-T  x.1141 and XACML as ITU-T  x.1142.  In
addition, the Common Alerting Protocol (CAP v2.0) OASIS Standard has just been
submitted to the ITU-T Study Group 17 to begin their approval process.  As
another example of the cooperation between OASIS and ITU, the two
organizations have been working jointly to hold the Workshop and Demonstration
of Advances in ICT Standards for Public Warning which took place at the ITU-T
headquarters in Geneva on 19-20 October. 

The OASIS Board also met with the new Chair of the UN/CEFACT Forum Management
Group, Mike Doran of CERN, who is currently a Vice-Chair of the UN/CEFACT
Bureau.  Mr. Doran was accompanied by senior members of the secretariat of the
United Nations Economic Commission for Europe (UNECE), which provides the
supporting services for UN/CEFACT.  The delegation included Virginia
Cram-Martos, Director of the Trade & Timber Division, Jean Kubler, the Chief
of Trade Facilitation & E-Business, and Mika Vepsalainen, the Secretary to the
UN/CEFACT Plenary.  We talked with the UN visitors about how to move forward
in mutually beneficial ways to promote our common interests.

Later, Daniele Gerundino, the Strategy Counselor to the ISO Secretary General,
met with us.  He noted that OASIS had a valued relationship with ISO due to
our ability to work together on technology, policy and strategy levels.  Mr.
Gerundino congratulated the Board on the innovative contribution that OASIS
makes to standardization globally.  

While in Geneva, the Board of Directors also approved a Memorandum of
Understanding with the Korea Institute of Electronic Commerce (KIEC).  I look
forward to speaking at the Korea eBusiness conference and signing this MOU
with KIEC on 30-31 October.

After the Board meeting, Geneva was also the location for the Public Warning
Workshop, which featured the CAP OASIS Standard.  The event included
representatives of the European Commission Directorate General Information
Society and Media, Swedish Post and Telecom Agency, United Nations Environment
Programme (UNEP), United Nations Office for the Coordination of Humanitarian
Affairs (UN/OCHA), United Nations Educational, Scientific, and Cultural
Organization (UNESCO), United States Department of Homeland Security, World
Health Organization (WHO), and World Weather Watch of the World Meteorological
Organization (WMO).  The event attracted 79 attendees from 26 different
countries: Algeria, Australia, Bangladesh, Brazil, Canada, China, France,
Germany, Ghana, Hungary, Italy, Japan, Libya, Liechtenstein, Lithuania, Nepal,
Netherlands, South Africa, Spain, Sweden, Switzerland, Turkey, Ukraine, United
Kingdom, United States, and Vietnam. Thanks to OASIS Sponsor-level member,

On schedule later this month is a series of meetings with various New Zealand
government agencies, including State Services Commission, Inland Revenue, and
Ministry of Education, in Wellington, who are active members in OASIS.  We are
also pleased to support important OASIS Open Standards events in Sydney,
Australia on 25-27 October, and  in Wiesbaden, Germany on 8-9 November.  

These are only a snapshot of the many OASIS international activities that take
place every month.  We recognize that supporting a diverse set of members (we
have over 5000 participants ) poses some unique challenges.  The OASIS staff
are continuing efforts to address these global support issues.  For example,
we are testing use of international conference call bridges to enable members
to access any conference call bridge for TC meetings through a local country
call-in facility.  If any of our members have further suggestions for how we
can improve support for your participation in OASIS activities, please let me,
