Topic filters - zero length topic level at end of topic

Hello,

One case that the current draft spec does not cover is the situation
where a topic has a / as its final character, for example:

a/topic/

It would be consistent with the way topics are described if the final
topic level separator resulted in a zero length topic, i.e. a
hierarchy of "a" "topic" "". This would mean that a subscription of

a/topic/+

would correctly match the above topic.

I think this is a point worth clarifying.
