Eclipse Paho statement of use for MQTT 5.0

I'd like to submit a statement of use on behalf of the Eclipse Paho project.

The Eclipse Paho project has successfully implemented the OASIS MQTT Version 5.0 Committee Specification 02 (http://docs.oasis-open.org/mqtt/mqtt/v5.0/cs02/mqtt-v5.0-cs02.html) dated 15 May 2018, in accordance with both Client and Server conformance clauses defined in Section 7 "Conformance" of the specification. This use of the specification includes interoperation with other similar independent implementations.
