I was referring to the line numbers from the PDF version of WD04.  The para in question is the one immediately before 2.2.1.  It says

"The MultiByte Length which is the Remaining Length field is not part of the variable header. The bytes of the Remaining Length field do not contribute to the byte count of the Remaining Length value. This value only takes account of the variable header and the payload. See Fixed header for more information."
