    Proposal: A PUBLICATION packet with a retain flag set to 1 and a payload containing zero bytes will be processed as normal by the server and sent to clients with a subscription matching the topic name. Additionally any existing retained publication for the topic name will be removed and any future subscribers for the topic will not receive a retained publication.   (was: A payload containing zero bytes should treated like any other payload and should not have the side effect of deleting an existing retained publication. It is up to the server implementation
as to whether it provides an administrative command to delete a retained publication.)
