I would say that you should use the QoS of the most specific matching subscription, and if you have equally matching subscriptions take the highest QoS.

If the client has been specific about a topic or area of topic space within another subscription we should follow its precise instructions and not presume it meant something else.

On implementations currently I know RSMB applies the QoS of the most specific match.
