    Proposal: If the client or server encounters a transient error while processing an inbound packet it MUST disconnect TCP Connection which was used to send the packet. Downstream errors SHOULD NOT have an effect on the upstream client or server.   (was: The TCP Connection MUST be disconnected  if the server encounters a transient error. 
Downstream errors SHOULD NOT have an effect the upstream client. )
