Reviewed during MQTT F2F:

We identified a "short list of possibly optional features":

* QoS2
* Retain
* cleansession false
* message size

In general, there were concerns expressed about the value of advertising or negotiating optional features during connection. 

Peter also suggested improvements to the advertisement design. The current approach (server decides) has a problem with inflight messages between CONNECT and CONNACK. Instead, the client could request maximum QoS in its CONNECT. If not supported, the server could immediately disconnect rather than returning a CONNACK.

There was general consensus that using NACK(s) and/or Server Disconnect to inform a client that a feature is not supported is a good approach. This is a much less ambiguous approach than NOT AUTHORIZED.
