MQTT TC April face-to-face wrap-up and actions

Hi all, 

The MQTT TC face-to-face workshop in Bellevue Seattle has just wrapped-up. It's been a hugely productive three days. Highlights below:

1. MQTT v.next charter wording reviewed, refined and approved for special majority ballot.
2. TC admin request submitted to request Special Majority Vote to initiate recharter.

There are a number of Jira now in need of wider TC validation and input to move them forward. Please take some time to review and participate in the following issues.

Message format indication and message metadata > https://issues.oasis-open.org/browse/MQTT-256 < Please review and contribute to the list of format types for consideration.

Server initiated disconnects > https://issues.oasis-open.org/browse/MQTT-270 < Please review and add to the list of proposed return codes and consider trigger cases for WILL message.

More generally, please take some time to review the list of candidate Jira and provisional working draft and provide feedback and comments.
