This issue needs an assigned owner to drive the discussion forward.

From the April 2016 F2F notes: Needs TC time. Having reviewed at the April face-to-face it is understood that delivering multiple copies of the message can be desirable. This can offer performance gains and is probably desirable in the case of share. Careful consideration of the topic space can mitigate this. Next steps: setup focused TC discussion. Explore strategies to support clients in de duplicating messages
