After further thought, I'd like to propose that a Server MAY  return a metadata string in the CONNACK with an error code 'try another server' and on a DISCONNECT with code Try another Server.  In this way, a Server could re-direct clients to a specific endpoint for maintenance, disaster recovery, or load balancing).
