I'd move this earlier in the section. Perhaps:

1739 A Topic Alias is an integer value that can be used to identify the Topic, instead of including the full Topic
1740 Name.

A Topic Alias is a non-zero integer value ... including the full Topic Name. A sender MUST NOT send a PUBLISH packet containing a Topic
Alias which has the value 0.

The sender establishes an alias by including a non-zero length Topic Name and a Topic Alias value in the PUBLISH packet. The Topic Alias MUST NOT have a value of 0.
