Comment on statement "If the Payload Format Indicator is absent, then the PUBLISH payload consists of unspecified bytes."

This statement is not redundant rather it's telling that if this byte is not present in the Control Packet, then its means that the Payload format is unsepcified, instead of specifically setting to 0.
