I have re-opened this issue because it is not resolved. In my previous comment, I suggested that we might clarify the text. Ken suggested that modification of this text should be considered a CORE not editorial change, and closed the JIRA, and cited an agreement in a prior meeting.  However, there have also been agreements that the various MAX properties(e.g. packet size, etc)  are useless unless universally implemented.   I think there may be a middle ground here in which editorial changes might suffice, and I think we ought to explore that.   If someone closes this again and decides to open up a core JIRA, it would be helpful to have a 'related JIRA' link to sort this out.
