Taking the suggested perspective from Ken verbatim, why not just state that as is (we have the reference already available): Suggestion is to state in one sentence (avoiding merging lists from distinct charter and participation eras): 

"For the list of contributors to MQTT v3.1.1 please cf. Appendix A in [MQTTV311]." So the complete preamble could become: 
"""The TC owes special thanks to Dr. Andy Stanford-Clark and Arlen Nipper as the original inventors of the
MQTT protocol and for their continued support with the standardization process.

The following individuals were members of the OASIS Technical Committee during the creation of this specification and their contributions are gratefully acknowledged:
