Taking the suggested perspective from Ken verbatim, why not just state that as is (we have the reference already available): Suggestion is to state in one sentence (avoiding merging lists from distinct charter and participation eras): 

    "For the list of contributors to MQTT v3.1.1 please cf. Appendix A in [MQTTV311]." 

So the complete preamble could become (slightly massaging the current versions intro reference point):
