The sentence is a bit awkward.  However, "the Server is permitted to map the Topic Name to another name which might not be the same..." also reads strangely as another implies that it is not the same.

I would change the sentence to say:  "However, as the Server is allowed to map the Topic Name to another name, it might not be the same as the Topic Name in the original PUBLISH packet".
