I think it would be best to create a separate issue for the expiry of retained messages.

I would say that the current text would mean that the time basis for the expiry of a message is the PUBLISH time and this is orthogonal to whether the RETAIN bit is set.  Allowing a retained message to expire is very useful for cleaning up server resources, and is also useful from a publisher point of view in that if the retained message is too old it might not be meaningful.
