The TC decided when discussing MQTT-299 that the value to check for Maximum Packet Size is the full packet size including the fixed header.  There does not seem any reason to revisit that decision.

It is not a matter of defining a special value for no limit.  Any value equal to or greater than 2**28+4 means that no size limit is applied since that is the largest packet which can be encoded.

The real question is whether we declare it a protocol error to send a Maximum Packet Size greater than 2**28+4 (268435460) or if we allow any 4 byte integer value to be sent.
