Discussed by the TC on 28 September 2017 and agreed to:
1) Change to Edits.
2) Clarify the properties are part of the retained publication.
3) Clarify that the retained message dissapears after receipt by the server and the expiry time has passe.
4) Clarify that receipt of a new PUBLISH packet with a zero length payload clears the retained message regardless of its properties.

In the event of propagation, the behaviour of some properties such as the publication expiry interval, should be clarified. I suggest that the "time of receipt" for a retained message should be the time of receipt of the subscribe request which triggers it.
