We added the non-normative into the section title for chapter 5 as part of the TAB review.  This was part of the clarification that chapter 5 was fully non-normative (even if we think it should be followed).  We should not remove this.   

The spelling is non-normative if in lower case, and Non-normative if in upper case.  This can be restated in the first sentence.  I do not see the point of including the However.
